EVENTS & ACTIVITIES

Each year, the EACC host a number of social events as well as official activities for its members and non members alike. We start off each school year with our annual Crab Feast in August at the Charles County Fairgrounds. We also host bus trips to shopping outlets, winery trips, trips to D.C., Baltimore and so much more.

Beyond our social events, we have a number of important activities that we encourage our members to become involved in such as lobbying, meeting with our legistlators, recruitment, contract negotiations and more.

To make things easier for our members, we have committees that are designated to social events, recruitment, professional development negotiations, and more. Below you will find a table of contents. Simply click any link to be taken to the page and information that you desire.

    TAKE ACTION FOR SCHOOL FUNDING

As you may know, the EACC and the Board of Education were scheduled to begin negotiations on two issues (teacher salaries and workload) on April 21st. That date has now been postponed because the county has asked the Board to delay its budget request while they review their finances. Unfortunately, the EACC is very afraid that this means the county commissioners are thinking about revising the Board of Education’s funding DOWNWARD, by “re-doing” their revenue estimates again.

The Myth of 52.4% -- The Board of Education has been supposed to receive 52.4% of revenues that the county collects. However, the EACC has hired an independent fiscal consultant (RJ Pellicoro and Associates) to do an analysis of the county’s budget, and the analysis shows that the BOE has NOT been getting that 52.4% over the past. The county underestimated its revenue consistently for the last several years and what public schools got was based on the (low-ball) projections, not the actual revenue. So we have lost money over the last five years. This year, the county has been shrinking its estimates all year. Just since mid-March, they dropped 3 million out of the projection – a loss of 1.5 million to the
    Board of Education.

Public Schools cannot continue to take up the slack. We are opening new schools every year and having to take the opening costs out of the Board’s budget. This is money that could be used for teacher raises or to lower class size and buy more instructional materials. We need the actual revenue and if there is a genuine shortfall this year, then the Commissioners have the means to raise revenue. They can find it. Our public school spending is NOT commensurate with our wealth.

In 2005, Charles County ranked 7th in median household income in the state ($88,350) of Maryland. But it ranked 22nd out of 24 in per pupil expenditure. We are not keeping pace with other counties. With the CPI (inflation rate ) at 4.7% for this region as of March 2008 and with the housing prices in this county out of reach for most teachers as well as the continued critical shortage of teaching staff, the Commissioners need to give education the money they need to provide teachers with comparable raises. St. Mary’s county has a 4% COLA for next year. Calvert county has a 4.5% COLA. Why should Charles county teachers get any less?

The independent fiscal analysis shows that Charles county is in GREAT FISCAL HEALTH. It’s time to commit to our public schools. TAKE ACTION!!!
